W opracowaniu podjęto próbę konstrukcji modelu CHEER (capital enhanced equilibrium exchange rate) kursu walutowego PLN/EUR na podstawie szeregów czasowych obejmujących okres styczeń 1999 - wrzesień 2009 r. Wynik empiryczne pozwalają na sformułowanie dwóch istotnych wniosków. Po pierwsze, rozszerzenie modelu CHEER o premię za ryzyko jest warunkiem identyfikacji relacji kointegrujących, wzdłuż których zachodzą wahania kursu PLN/EUR. Po drugie, możliwość aproksymacji premii za ryzyko za pomocą długu krótkookresowego podnosi walory normatywne zaproponowanego modelu CHEER. Potwierdza się teza o powiązaniach wahań kursu walutowego z napięciami w sektorze fiskalnym, a to z kolei wzmacnia twierdzenie, że trwałe osiągnięcie stabilności fiskalnej jest nie tylko warunkiem przystąpienia Polski do unii monetarnej, ale również jednym z najważniejszych warunków stabilizacji kursu złotego wobec euro w ERM II. An attempt to construct the capital enhanced equilibrium exchange rate model (CHEER) for the Polish zloty/euro exchange rate in the period 1999:01 - 2009:09 is reported in the paper. The estimation results allow formulating two conclusions. Firstly, extension of the CHEER model to include risk premium stabilizes the empirical results in the UIP model and enables identification of the cointegrating relations being attractors for the real zloty/euro exchange rate. Secondly, the possibility of approximating risk premium with the short-term debt improves the normative advantages of the proposed CHEER model. The thesis about the exchange rate fluctuations being related to tensions in the fiscal sector has been confirmed. Such a result strengthens the arguments that the attainment of fiscal stability is not only the condition for Poland becoming a member of the monetary union, but also one of the major conditions for stabilizing the zloty exchange rate against the euro in ERM2.
