Celem niniejszego artykułu jest próba oceny stanu zaawansowania polityki innowacyjności w województwie świętokrzyskim, ukazanie poziomu jej rozwoju poprzez prezentację wybranych wskaźników charakteryzujących innowacyjność gospodarki regionu. Ponadto określono kierunki działań władz Kielc, których efektem było zapoczątkowanie ścieżki rozwoju innowacyjnego. Problematyka innowacyjności i przedsiębiorczości w regionie świętokrzyskim została poprzedzona prezentacją stanu innowacyjności w Polsce na tle krajów Unii Europejskiej i w układzie regionalnym, zdefiniowaniem podstawowych kierunków działań zmierzających do podniesienia innowacyjności polskiej gospodarki i zwięzłą charakterystyką instytucji proinnowacyjnych. In today’s world, innovation is the core of modern economic growth strategies and the development of enterprise. We are witnessing a dynamic shift of the structures of developed economies towards industry and services based on knowledge (the knowledge economy). Poland finds itself in a very difficult time for building a modern knowledge based economy, with its pro-innovation sector (technology incubators, technology parks, clusters) still in a relatively nascent stage of development, and its chance to develop predicated on skillfully securing structural funds. As per the recommendation of the Brussels Committee, the need to shift the mechanisms of innovation measures onto the regional level has recently emerged. In EU studies comparing the level of innovation, Polish regions ranked among those closer to the bottom of the list. According to EU data, the country’s most innovative region is Mazowsze (in 155th place from an overall 246 in the EU) while the least innovative is the Świętokrzyskie Voivodship (234 place). The purpose of this article is to assess the progress of innovation policy in the Świętokrzyskie region and identify measures being taken by the authorities in the building of a long-term innovation strategy. It demonstrates that this area of Poland is among the weakest and poorest, characterised by a low level of innovation (second-to-last place in the country due to its obsolete R&D infrastructure and the lowest rating for investment attractiveness in the country). In order to create mechanisms for innovation in the region, the voivodship government has begun the implementation of three high priority projects. The long-term outcome will be the creation of an environment conducive to the development of economic activity (the creation of a cluster), improved investment attractiveness of the region (construction of the technology incubator) and a partnership for the modern and professional handling of foreign investment (the Investor Service Centre project). On the strength of these three centres of innovation, the Świętokrzyskie region will improve its image, an innovative and enterprising civic society will take hold, and the opportunity to build its competitive advantage in relation to other regions will be established.
