Abstrakty

Celem niniejszego artykułu jest analiza struktury i kierunków przeznaczenia pomocy publicznej udzielanej za pośrednictwem instrumentów "miękkiego kredytowania" w Polsce. Powyższa analiza ma prowadzić do weryfikacji tezy, że w ramach wypełniania zaleceń Strategii Lizbońskiej odnośnie do polityki pomocy publicznej prowadzonej przez państwa członkowskie i Komisję Europejską, wartość udzielanej pomocy przez polskie władze publiczne systematycznie maleje, następuje reorientacja celów z sektorowych na horyzontalne i regionalne oraz wzrasta intensywność stosowania kredytów preferencyjnych i warunkowo umorzonych, jako aktywnych form wsparcia na rzecz ograniczania uszczuplenia wpływów do budżetu w postaci odroczenia i rozłożenia na raty płatności określonych danin publicznych. The aim of this article is to analyse the structure and directions of the state aid granted to entrepreneurs through instruments of soft loans in Poland. A thorough study of statistic data, which define basic characteristic of state aid in Poland in years 2001-2007, has led to the conclusion that value and participation of state aid lended in the form of tax deferring or spreading on instalments of disbursements towards budget (or other public funds) diminish in general amount of aid granted by public authorities systematically - from 7,8% in year 2003 for 0,01% in year 2007. It belongs to notice also, that observable trend exists in reorientation range of lended state aid from advancement of sensitive sectors (mainly shipping construction and mining industry of carbon) on advancement of horizontal objectives in sphere of environmental protection, development of small and medium enterprises and alignment of difference in regions development level through realization of investment projects and creation of new work-places. Besides, having in mind recommendations formulated in Lisbon Agenda concerning gradual limit and strictest monitoring of state aid, considerable decrease of lended state aid value belongs to evaluate positively in comparison with years 2001-2004.
