In the article we consider different approaches to the efficiency rating of economic development through the assessment of the quality of institutions. The author develops the concept of dysfunction of economic system and institution, critically analyzing an approach to the assessment of institutions from the point of view of the "institutional trap" doctrine, suggesting the approach to measurement of quality of institutional system on the base of the Delphi approach and analytical method to calculate of the rate use value that can be used for comparing results of development in different Economies. Omówiono metody syntetycznej oceny jakości współczesnych gospodarek i sprawności instytucji je regulujących. W ramach tychże instytucji jedną z najważniejszych są banki centralne.
