Performance Measurement in Public Organisations : the Theory and the Practice of the Health Care Sector

The main purpose of this dissertation is to show how decision about usage of modern managerial technique can influence configuration of the organisational effectiveness and how can it affect an enterprise, including public organisation, i.e. public health care unit. The first chapter draws attention to rise of New Public Management - concept highlighting orientation of the public sector on entrepreneur, managerial, and economic actions at the same time eliminating the emphasis of admistrative interactions. The second chapter concentrates on the subject of organisational downsizing and its perceived impact on performance measurement in the public sector in terms of challenges and opportunities in health care organisations. The third chapter focuses on the fact that management of a modern health care unit should be oriented above all towards strategic and market thinking as this is necessary condition of building its future competitiveness. The fourth chapter covers the topic of outsourcing introduced to health care as a method of management streamlining functioning of outpatient clinics and enabling them to concentrate on the basic activities. The fifth chapter concentrates on the fact that concept of NPM requires implementing of the system based on effectiveness, efficiency, and transparency in public organisations. The sixth chapter brings to light the issue of leadership and its influence on organisation effectiveness as it is no longer tenable for clinicians to avoid recognizing the importance of effective leadership in the current public sector. The seventh chapter makes an attempt to answer a question: how do performance measurements help or hinder organisational effectiveness in public sector? More specifically, how important are contents of measures for facilitating organisational exploration and exploitation? (short original abstract)
