Celem opracowania jest wskazanie przesłanek nowej konstrukcji produktu w zakresie ubezpieczeń rolnych oraz tego, jakie ta konstrukcja powoduje konsekwencje wokół tradycyjnych umów ubezpieczenia. (fragment tekstu)
Agricultural index Insurance have been on the market for about two decades. The objective of the study is to indicate what are the reasons for the new construction of the product in the agricultural insurance and the controversy that this construction gives rise to. From the perspective of insurers, such product is in a great extent free from flaws typically found in traditional insurance. It is problematic, however, that the basie principles, so far universally accepted as the measures of the quality of the insurance product, are met. Valuation and reinsurance of index products raise numerous problems which violates the principle of reality. With regards to the principle of completeness, on the one hand it is satisfied in a high degree as the preventive function is not compromised by the lack of deductibles, on the other hand it is problematic to link losses and claim payments. The principle of universality, in both aspects: subjective and objective, as well as the rangę of risks covered appear to be highly satisfied. This structural break of rules, different from the previously accepted conventions may however be acceptable to the insured because of the advantages of the new solution. It allows to achieve a partial coverage of losses incurred for a significantly reduced cost, particularly with regards to occurrences non-insurable on the traditional market. Yet it necessitates change of expectations of the insured farmers. Insurance becomes a way of financing losses, not the only one and not to the fuli extent. It assumes the role of an instrument that protects from falling into the poverty trap. (original abstract)
