Grouping the Countries of European Union with Regard to the Human Capital Resources

Abstrakty
Celem artykułu jest grupowanie państw Unii Europejskiej ze względu na czynniki kształtujące jakość kapitału ludzkiego, ze szczególnym uwzględnieniem pozycji Polski. W analizie wykorzystano jedną z metod analizy skupień, a mianowicie metodę aglomeracji Warda (grupowanie drzewkowe) oraz narzędzie sztucznych sieci neuronowych typu SOM (ang. Self-Organizing Map), coraz częściej stosowane dla potrzeb klasyfikacji bezwzorcowej. Interesujące wydaje się także porównanie wyników grupowania przy użyciu obu procedur. (fragment tekstu)
Among many matters discussed now concerning the human capital issues, the authors focused their attention on the existance of inner homogenic groups created by 25 EU countries from the point of view of selected characteristics describing the quality of human capital. The issue of clustering objects was dealt with by using methods of the Ward's Amalgamation (Tree Clustering) and Neural Networks of SOM type. In the analysis there were identified two, three and seven clusters (depending on the linkage distance - Ward Amalgamation). The most explicit division is the one into two clusters of countries, which is in majority of cases about the same as political division of the countries of "previous" and "new" members. Next, the division into three or seven clusters seems to result mainly from the further divisions within the two large clusters (A and B). Comparing with the class A, the class B (with Poland, Czech Republic, Estonia, Latvia, Lithuania, Slovakia and Hungary) is a group of much worse position with regard to the range of suggested variables. In relation to the conducted analysis, as interesting question is, whether the divisions based on a distance in development have a chance of being blurred after the 1st of May 2004. As to the conclusion of methodological nature, what is worth emphasizing is the high effectiveness of employing Kohonen Networks and large conformity between the results reached with SOMs and Ward's Amalgamation clustering.
