W artykule omówiono rozwój lokalnej infrastruktury oraz przezwyciężanie bariery zadłużenia. Przedstawiono zmiany struktury przemysłu i przedsięwzięcia mające rozwiązać problemy energetyczne i ekologiczne.

In the late 1980s the socialist countries faced great development challenges issued both from the inside and the outside. Low effective-ness of management and slowdown in exports to the world markets prove the need for fundamental changes in the system, that is the introduction of the market economy and the modification of the economic structure. However, the further economic development of those countries calls for extensive financial help from abroad, radical limitation of spending on environment protection, and the like. It seems that the economic experience of Japan might be of interest to those countries.(original abstract)
