Abstrakty

Celem artykułu jest uwydatnienie roli nowych źródeł wzrostu gospodarczego ze szczególnym uwzględnieniem kapitału ludzkiego w części dotyczącej kapitału intelektualnego. Z tego względu przedstawione zostanie zagadnienie nowych źródeł wzrostu gospodarczego oraz związanych z nimi efektów zewnętrznych. Następnie opis dotyczyć będzie pojęcia kapitału ludzkiego, intelektualnego i znanych dotychczas niektórych metod jego pomiaru, a w związku z tym pomiaru innych wymienionych wyżej nowych źródeł wzrostu, klasyfikowanych wspólnie jako wartości niematerialne. The human and intellectual capital is strongly characterized by positive externalities. The private benefits are beyond discussion in developed countries. The problem is how to measure the social benefits. The existing measurement methods are not pecuniary in many cases. Some of them, based on scoreboards, are giving the approximate input-output ratio. Therefore we can't reject the thesis about human capital economics. However, having no exact number makes the result doubtful. That is the reason, we can't fully accept thesis about human and intellectual capital economics. The problem is wider, then it looks like, because it concerns the all intangible assets. The accountant, B. Lev is trying to resolve problem by capitalizing some of the intangible assets, but it is not feasible to capitalize some others. It seems, the best solution is to make conditions to rise the markets of the new factors of production such as: network goods market, research and development market, human and intellectual capital and so on. It would help to measure transactions at new markets. Meanwhile, it seems, the best solution is systemic approach based on input-output analysis giving the overall visible benefits, however in special situations the profits are difficult to express in exact figures.
