Fiscal policy should lay the ground rules for a properly functioning public finance system. Decentralization of the public sector, culminating in the creation of two additional local government units, necessitated the introduction of substantial changes in the financial system and meant imposing new fiscal relations in Poland. The main purpose of these changes is to ensure local governments was the revenues required to meet the mandates entrusted to them. Moreover, the new system must not reduce the source of revenues for existing units (communes) nor lead to fiscal overburdening. Local governments' financial structure consists of shares in income taxes, earmarked grants and the general subsidy. The key is to find the proper level of transfers commensurate with that needed to perform local tasks without excessively reducing state budget revenues. (fragment of original text)
