W artykule przedstawiono rodzaje konwencji pomiarowych stosowanych w rachunkowości sektora finansów publicznych w celu ustalenia, która konwencja pomiarowa powinna mieć zastosowanie do skonsolidowanego sprawozdania finansowego sektora finansów publicznych. Stwierdzono, że różne konwencje pomiarowe są wyznacznikiem różnego zakresu pomiaru i różnych zasad pomiaru. W konsekwencji wpływa to na zakres informacji finansowej zawartej w sprawozdaniu finansowym. Ustalono, iż stopień realizacji poszczególnych celów szczegółowych sprawozdania finansowego sektora finansów publicznych zależy od zastosowania określonych konwencji pomiarowych. Stwierdzono, że zastosowanie pełnej konwencji memoriałowej w systemie rachunkowości sektora finansów publicznych jest jedynym sposobem umożliwiającym zrealizowanie celów stawianych sprawozdaniu finansowemu tego sektora. Innymi słowy, pełna konwencja memoriałowa daje największe możliwości sprawozdawcze sektora finansów publicznych. Ponadto w artykule autor przedstawił obecnie występujące na świecie tendencje w rachunkowości sektora finansów publicznych w zakresie stosowania konwencji pomiarowych ze szczególnym podkreśleniem procesu przechodzenia w rachunkowości tego sektora z różnych odmian konwencji kasowej na pełną konwencję memoriałową.
