Abstrakty

Pomimo występujących różnic zarówno w strukturze własnościowej rolnictwa, jak i okresu rozpoczęcia implementacji mechanizmu rynkowego do gospodarki, a także przyjętej ścieżki przemian oraz tak istotnej z punktu widzenia rolnictwa w Polsce integracji z Unią Europejską stawiamy pytanie, czy było coś wspólnego (uniwersalnego) w przemianach w rolnictwie obu krajów. Stąd w artykule wzięto pod uwagę efekty transformacji ustrojowej, a także odmienną sytuację makroekonomiczną w Polsce i Rosji oraz przekształcenia zachodzące w polityce gospodarczej obejmującej politykę monetarną i fiskalną, a także relacje cenowe i dochodowe w rolnictwie oraz dodatkowo mechanizmy jego finansowego wsparcia. The article presents the relationships among the selected macroeconomic factors and the economic situation of the agriculture in Poland and Russia. The analysis takes into account: GDP growth rate, standardized budgetary deficit, the interest rate, the real effective exchange rate, terms of trade, and the inflation rate. Attention is paid to the different economic situation of examined economies and the different situation of agriculture itself. The model of the pendulum of interest rate and budgetary deficit is applied to evaluate the economic policy and macroeconomic determinants of agricultural policy. The influence of the solutions applied in the financial support of the agriculture and the impact of the macroeconomic environment on agriculture is evaluated on the basis of price scissors in the agriculture and the parity of earnings of farms. Using the methodology of World Bank the authors show the differentiation in the flow of retransfers to the agriculture indicating the depreciation of the agriculture in the market system, however to the different extent in the two examined countries.
