Abstrakty

Imigracja stała się dla krajów Unii Europejskiej prawdziwym wyzwaniem. Część państw członkowskich, nieradzących sobie z problemem asymilacji i integracji swoich imigrantów, stało się zakładnikami populistycznych haseł walki z nielegalną migracją i przestępczością. Inne - w tym Polska - muszą zmierzyć się z problemem masowej emigracji swoich obywateli, przede wszystkim z coraz większym odpływem osób młodych i wykwalifikowanych. Widać wyraźnie, że wielu z tych problemów nie uda się państwom członkowskim rozwiązać samodzielnie. Stąd potrzeba rozwoju wspólnej, unijnej polityki migracyjnej. Celem niniejszego artykułu jest przedstawienie historii polityki migracyjnej UE, dynamiki jej rozwoju i perspektyw, ze szczególnym uwzględnieniem podstawowych wyzwań stojących przed ugrupowaniem. The problem of immigration, particularly illegal, is a highly politicized issue in most of the EU member states. Countries such as Italy, France or Spain are deeply interested in reducing the inflow of clandestine workers from Sub-Saharan Africa. This anti-immigration pressure has profound influences on common EU migration policy. The aim of the paper is to present the evolution of European policy of migration management. The Author demonstrates that the migration has been linked from the very beginning of the European integration with the security issues. However, such policy does not take into the consideration important demographical challenges to the EU economy, especially the aging population problem. (original abstract)
