The main aim of the paper is to display and analyse the agreement on the next multiannual financial framework (MFF), which was reached at the European Council meeting of 8 February 201 3 and in which were laid down the EU's budgetary priorities and ceilings concerning the common policies for the years 2014-2020. It presents how the deal has changed vis-a-vis the Commission's initial proposals (of late June 2011) and how, for the first time of MFF history, the financial resources available to the EU have been diminished vis-a-vis the current MFF 2007-2013. The next MFF will retain more or less its current structure, with somewhat more money earmarked for research and development, infrastructure and education and less money saved for the agricultural and cohesion policy. Does it mean politicians do not believe in European integration any more? Or is the agreement only the inevitable consequence of the intellectual and financial fatigue resulting from efforts having in recent years been displayed to overcome the crisis and to stabilise public finances all over Europe? Głównym celem artykułu jest omówienie porozumienia w sprawie wieloletnich ram finansowych (WRF), osiągniętego na szczycie Rady Europejskiej 8 lutego 2013, na którym ustanowiono priorytety budżetowe UE i pułapy dla wspólnych polityk w latach 2014-2020. Przedstawiono w nim zmiany, jakie zaszły w stosunku do wstępnych propozycji Komisji (z końca czerwca 2011 r.) oraz fakt zmniejszenia, po raz pierwszy historii wieloletnich ram finansowych, zasobów finansowych przeznaczonych dla UE w porównaniu z obecnymi wieloletnimi ramami finansowymi na lata 2007-2013. Następny budżet wieloletni zachowa strukturę zbliżoną do obecnej, przy czym nieco więcej pieniędzy zostanie przeznaczonych na badania i rozwój, infrastrukturę i edukację, a mniej - na politykę rolną i spójności. Czy to oznacza, że politycy nie wierzą już w integrację europejską? Lub czy porozumienie jest jedynie nieuniknioną konsekwencją intelektualnego i finansowego zmęczenia wynikającego z działań, podjętych w ostatnich latach, aby przezwyciężyć kryzys i ustabilizować finanse publiczne w Europie?
