Due to the growing interest in ..social capital" it seems important to discern between two different meanings, which are often attributed to the term. The first is usually associated with the work of Robert Putnam (especially his famous analysis of democratic governance in Italy), the second draws on the definition formulated by James Coleman in 1988. For Putnam, generalized reciprocity, public trust and networks of civic engagement, which constitute social capital, are factors contributing to the maintenance of public virtues in modern society. In his praise of "civic community" Putnam draws on the thought of contemporary republican and communitarian political philosophers, who express concern over the numerous problems plaguing our society (e.g.: high crime rates, declining memberships in voluntary organizations, less public-mindedness and more children growing up in broken homes) and attribute them to excessive individualization. Coleman's version of social capital was developed within the framework of rational action theory. In keeping such a stance, Coleman referred to social capital as a resource which the actor makes use of in his pursuit of utility maximization. His notion of social capital, unlike Putnam's, is easily reconciled with a liberal and individualist model of society. The various meanings of "social capial", with different underlying philosophical and ideological assumptions, make the concept attractive to writers on both right and left of the political spectrum. Today, "social capital" is frequently looked upon as a ready remedy for major social problems. However, its proponents are seldom explicit about the kind of social capital that they have in mind and how it could bring about the desired stocks of civic virtue. (original abstract)
