Abstrakty

W niniejszym artykule omówiono istotę alokacyjnej funkcji budżetu oraz funkcje budżetu w ustroju socjalistycznym. Przedstawiono budżet w mechanizmie alokacji zasobów w gospodarce oraz mechanizm alokacji zasobów przez budżet państwa. Na koniec przedstawiono zakres oraz ewolucję alokacyjnej funkcji budżetu państwa w gospodarce polskiej za lata 1951-1988.

The allocating function of the budget has undergone a distinct evolution. In the years 1951-1988 the participation of the national budget in financing the nationalized economy became systematically lesser and lesser. Also the indirect role of the budget in allocating the resources through a banking-credit system was distinctly limited. It found expression in a sharp decline in the participation of budget funds in the debit items of the Consolidated balance-sheet of banks. In the eighties budget funds were allocated ex ante through negotiation of loans (mainly credits). Yet, the key position of the budget in the mechanism of allocating resources was maintained. That was accomplished through high degree of centralization in the budget of business revenues and excessive subsidies paid to enterprises. In the new Polish model of economy that kind of budgetary allocation will be radically limited. Instead, the role of the allocating function of the budget in the capital market will be increased.(original abstract)
