Celem opracowania jest przedstawienie teorii przypisania dochodów podatkowych i wydatków do różnych szczebli władzy państwowej w federacji oraz próba identyfikacji na podstawie tej teorii kompetencji podatkowych i wydatkowych w państwie unitarnym, jak również porównanie tych dwóch ustrojów na podstawie Niemiec i Polski.(fragment tekstu)
The article compare the theory based on the assignment of tax revenues and expenditures for different levels of government on the example of two different political systems - Germany's federal and Polish unitary.(original abstract)
