Abstrakty

Celem artykułu jest analiza polityki społecznej w kontekście wpływu na warunki życia ludzi starych w Polsce. Myśl przewodnia badań opiera się na hipotezie, że ludzie starsi pod względem materialnym znajdują się w relatywnie korzystnej sytuacji, lecz dotyczą ich inne (specyficzne) związane z wiekiem problemy, sprzyjające wykluczeniu społecznemu. Polityka społeczna wobec seniorów koncentruje się głównie na aspekcie materialnym ich życia, zaniedbując inne płaszczyzny, w coraz większym stopniu stara się też ona cedować rozwiązywanie trudności życiowych na organizacje pozarządowe i lokalne inicjatywy działające na rzecz starszego pokolenia. The article describes the equity issues addressed in health and health care distribution. Health is a commodity of particular value - as a consequence the possibilities of attaining good health should be independent of ability to pay. In this study most significant problems of equity in health and health care distribution are discussed, beginning with the issue of distribuendum choice, through difficulties with defining equity itself and determining interrelationships between equity and equality, to discussing most important theories of social equity (utilitarianism, egalitarianism, Rawls' maximin theory and Nozick's entitlement theory) in health context. In the concluding section the extent in which views on equity determine health policy actions in the field of health services distribution are mentioned.(original abstract)
