Omówiono tło procesu dostosowawczego polskiej administracji publicznej do standardów Unii Europejskiej. Europeizacja administracji wymaga wielu działań, w tym również realizacji polityk wspólnotowych.

The authors of this paper evaluate the adjustment of Polish public administration to efficiency requirements in the implementation of community policies. They conclude that structural centralization is the general feature of the Polish system of policy implementation; in some areas it is gradually becoming increasingly decentralized. The tendency to centralization is probably attributable to the tradition maintained in the process of acquiring Polish EU membership, of treating all issues related to the European Union in this manner. Poland was seeking an appropriate structural model. In the structural model finally adopted, the key role was to be played by ministers (and within their ministries, special coordinating departments dealing with community matters). In terms of community regional policy, government administration gained the upper hand, namely the voivods and their regional self-governments. Currently, though, the domestic programming of this policy and its implementation is taking place under the axis system "central administration - regional and local self-government administration".
