Wyjaśniono pojęcie służby cywilnej i urzędnika. Omówiono zmiany zachodzące w systemie służby cywilnej w XX w. Przedstawiono także system rekrutacji do pracy w instytucjach UE i w Polsce oraz rozwój zawodowy i zakończenie służby.

The civil service lies at the heart of the democratic system. This system assumes and facilitates an exchange of governing elites. It is only a well organized, competent, honest and politically independent civil service which guarantees the continuity of tackling public issues in a democratic state. Nowadays, the civil service is experiencing falling employment in the administration, lower financing, high expectations of greater effectiveness, greater professionalism, Europeanization and globalization. It is a process which involves EU institutions and Poland alike. The identity of European officials was shaped by partially contradictory elements. Firstly, officials were delegated by their national governments to represent the interests of their own countries; secondly, the integration process required them to implement community interests; and thirdly, what came into play here was the interest and egoism of each individual who prioritizes his/her interest over and above the interest of an abstract general public. The author details the changes introduced into the civil service in the 1980s and 1990s in EU institutions and the public administrations of EU member states. She discusses the factors which induced the reforms and the evolution of civil service in Poland and the EU. She also examines the system of recruiting employees for institutions in the EU and Poland and lists the posts being offered. (original abstract)
