Przedstawiono rozważania dotyczące zmiany kształtu administracji samorządowej szczebla lokalnego w procesie integracji z Unią Europejską. Omówiono warunki jakie musi spełnić administracja, a także zadania jakie przed nią powstają.
Poland's integration into the EU has signaled the need for redefining the shape of local administration. Its new role should be geared towards the development of civil society, with the attendant cohesion of the system for reaching the goals set before the European Union, one's state, region and the local community. A managerial model of public management in administration is the instrument of implementing this goal - the system of project management. The author describes the measures taken by local governments in order to become one the biggest beneficiaries of structural aid. His deliberations also include an aspect of increasing efficiency and effectiveness of self- government in the EU. The analysis speaks of the conditions to be met by local governments: the appropriate quality of administrative staff, a long-term policy development, and a task management system. It also outlines the scope of new local administration tasks resulting from membership in the European Union, which implies a new system of task implementation. (original abstract)
