Abstrakty

W artykule analizowane są stosowane w politykach społecznych krajów starej Unii (UE-15) rozwiązania, których celem jest poprawa sytuacji demograficznej. Autorka zwraca uwagę na ważną rolę imigracji i polityki imigracyjnej zauważając jednocześnie, że choć sytuacja demograficzna krajów Europy Środkowej jest o wiele trudniejsza niż krajów starej Unii (UE 15) to jednak politycy naszego regionu nie przywiązują do tego instrumentu zbyt istotnej wagi. Analizowane są przyczyny takiego podejścia. Jednocześnie w artykule zwraca się uwagę na stosunkowo niedawny proces, który rozpoczął się w dyskursie politycznym w UE-15 wraz z kryzysem wielokulturowości a mianowicie na traktowanie imigrantów jako wrogów publicznych. Stawiane są pytania dlaczego i w jaki sposób politycy w Polsce i Europie Środkowej odnoszą do tej opcji.(abstrakt oryginalny)

In this paper the Author analyses instruments applied in social policies in the UE-15 countries which can improve demographic situation of a given country. It is argued in here that, against the odds, immigration should be considered as an option in the policy debates on strategic demographic, economic and social goals and fundamental values in Central Europe as well. On the other hand the Author pays attention to the very recent debate on immigrants as social enemies that has been initiated in the EU-15 countries along with the crisis of multiculturalism. The Author suggests that at least in the Polish case a wide implementation of the classic pattern of construction of social enemies is witnessed. Historical background of a Central Europe region serves here as an explanation.(original abstract)
