Abstrakty

Celem opracowania jest analiza porównawcza publicznych funduszy ubezpieczeń społecznych w Polsce, tym bardziej że na przełomie 2011 i 2012 roku wprowadzono kolejne zmiany w systemie. Zdaniem autorów reform oraz decydentów mają one doprowadzić do zrównoważenia funduszy oraz uspokoić opinię publiczną. Czy jednak są to działania, które przyniosą pozytywne zmiany, a w szczególności czy pomogą doprowadzić do samofinansowania się funduszy? (fragment tekstu)

The article contains the comparative analysis of functioning of public funds of the social insurance in Poland. It turns out that significant disproportions exist in amounts of contributions paid by policy holders into ZUS and the KRUS. Unfortunately, an introduced reform of the insurance plan does not get rid of these irregularities. According to the author, it would be essential to include numerous group of farmers into the universal system. It should be an effect of taken action: increasing income to FUS, lowering the amount of transferred subsidies to the fund from the state budget, the efficiency rise of the farm labour, the rise of average size of agricultural farm and curbing the "hidden unemployment" in the farming.
