W dniu 1 stycznia 1999 roku rozpoczął się trzeci (ostatni) etap tworzenia Unii Gospodarczej i Walutowej (UGW) w ramach Unii Europejskiej. Jest on uwieńczeniem ponad pięćdziesięcioletnich dążeń i starań wielu polityków i ekonomistów, dążących do stworzenia federacji europejskiej, która ma stanowić przeciwwagę dla takich potęg jak Stany Zjednoczone Ameryki Północnej. U podstaw tworzenia UGW wymienia się wiele różnorodnych czynników, które bezpośrednio i pośrednio wpływały na procesy integracyjne zachodzące w Europie. Najczęściej wyróżnia się dwie grupy motywów - ekonomiczne i polityczne. Motywy ekonomiczne są związane z powszechną globalizacją i rosnącą konkurencją w skali światowej. Procesy te wymuszają na krajach Unii Europejskiej zwiększenie efektywności działania w nowych warunkach, co umożliwi im skuteczne konkurowanie z gospodarkami USA czy z krajów azjatyckim. Integracja rynków UE przebiegała od strefy wolnego handlu, poprzez unię celną, wspólny rynek aż do unii monetarnej i gospodarczej. Umożliwiło to wzrost obrotów handlowych i zacieśnienie współpracy gospodarczej wewnątrz UE. Wprowadzenie wspólnej waluty doprowadziło do obniżenia szeroko rozumianych kosztów transakcyjnych i zwiększyło konkurencję wewnątrz Eurosystemu, co doprowadziło do wzrostu konkurencyjności całej unijnej gospodarki. This study entitled "The Controversies round the Foundation and Operating of the European System of Central Banks" deals with a problem of the European monetary integration. The European System of Central Banks (ESCB) started to operate on 1 January 1999 and the European Central Bank (ECB) assumed the responsibility for monetary policy in the euro area. The establishment of ESCB is the first and unprecedented event in history. The Economy and Monetary Union and the implementation of the single monetary policy in the euro area constitute the last part of the long process of the European integration. The course of this process has been influenced by both political (connected with the European policy) and economic (connected with the European economic integration) factors. Although the tightening of economic co-operation in Europe has been the main engine of the European integration, the political circumstances have been much more questionable. They have been often considered a reason of some shortcomings in the creation of ESCB and the selection of its operational goals. The execution of the ESCB project has entailed the transformation of the monetary system within the European Union (EU) and also of the central banking model in its member countries. The first two years of the Eurosystem has seen a successful launch of the euro and a rather successful conduct of the common monetary policy. The most important aspects of the first years of ESCB are the introduction of the euro, the functioning of ECB and the ECB's public relation policy and transparency. The European Central Bank is a legal body and represents the European System of Central Banks outside. It has also the special place inside the European Union and keeps contacts with the international monetary institutions and organisations. However, the common monetary policy is encouraging quite a lot of criticism, ECB is taking roots and there is still too early to draw the essential conclusions. And yet the first shortcomings can be identified. Thus, some interesting proposals are arising on the basis of the comments, and suggest how to strengthen the Eurosystem and make it more efficient.
