Abstrakty

Status instytucji państwa dobrobytu nie jest dzisiaj precyzyjnie określony. Z jednej bowiem strony takie zjawiska, jak globalizacja i dominacja logiki kapitału, podważają wypracowane pryncypia polityki opiekuńczości, a z drugiej - elektorat zachodnich demokracji pała sentymentem do istniejących rozwiązań socjalnych, dając temu wyraz przy urnach wyborczych. Tej ambiwalencji towarzyszy także zamęt w zakresie narracji, które uprawomocniałyby istnienie państw dobrobytu: narracje okresu ich ekspansji nie przystają już do współczesności, a narracje epoki stagnacji nie oferują spójnej wizji przyszłości czy pragmatycznych celów. Dalsze istnienie państw dobrobytu wydaje się jednak zależeć od nadania im atrakcyjnej narracji możliwej do zaakceptowania zarówno przez wyborców, jak i przez rynki finansowe. Państwa opiekuńcze muszą tym samym przyjąć bardziej wyważoną percepcję rzeczywistości i zaakceptować swoją rolę jako narzędzia ułatwiającego obywatelom funkcjonowanie w globalnej rzeczywistości.(abstrakt oryginalny)

The status of welfare state is nowadays not defined precisely. On the one hand such phenomena as globalization and domination of capital logic tend to question the principles of welfare policies, yet on the other hand voters in the Western democracies show sentiment towards existing social institutions. This dilemma is also accompanied by a disarray in narratives which have long legitimized the very existence of welfare states: the narratives of the expansionary period do not match modern conditions whereas the narratives of stagnation era do not offer a coherent vision of future society or meaningful goals. It seems that the future existence of welfare states depends on the possibility of attributing them a narrative accepted by both voters and economic elites. Welfare states must therefore adopt more balanced perception of reality and accept the role of an instrument that would facilitate citizens' functioning in the globalizing world.(original abstract)
