Abstrakty

Badacze tematyki polityki naukowo-technologicznej państwa oraz przedstawiciele władz instytucji publicznych konstruujących instrumenty wspierające rozwój innowacyjnej gospodarki często stają przed pytaniem o najskuteczniejsze działania w obszarze wspierania transferu technologii. W dobie kryzysu gospodarczego dodatkowego znaczenia nabiera dylemat najwłaściwszego wykorzystania środków budżetowych będących jeszcze trudniej dostępnymi niż zwykle. Nie bez powodu zatem poszukuje się również sposobów oceny efektywności poszczególnych elementów krajowego systemu innowacji, w tym centrów transferu technologii. (abstrakt oryginalny)

Public policy analysts and decision makers in the field of innovation policy often face complexity of evaluating measures aiming at facilitation of technology transfer. Any statement on efficiency and effectiveness of Polish university technology transfer offices (TTO) requires prior clear definition and comprehension of goals set by the public sponsor for this group of entities. The present research examines how managers of polish TTOs understand the role of their institutions. Referred to B. Bozeman's contingent efficiency model answers show not only focus on technology transfer performed according to the "out of the door" paradigm, but also uncommon when compared to results from other European countries focus on university human capital development.
