Podniesienie innowacyjności gospodarki poprzez aktywizację działalności badawczo- rozwojowej to często priorytetowy cel, jaki stawiają sobie rządzący w różnych krajach. Obszar B+R dynamizuje bowiem rozwój gospodarczy poprzez zrównoważony wzrost produktywności. Mechanizm rynkowy może jednak nie zapewniać optymalnego poziomu nakładów na badania i rozwój. Dlatego też ponad połowa państw członkowskich UE wprowadziła ulgi związane z działalnością tego rodzaju.(fragment tekstu)

Effectiveness of proinnovative solutions in taxes are rather unquestionable. During the process of designing them it is very important to take into account at least two aspects: aims of such regulations and socio-economic circumstances. Nowadays in UK two tools are used: research and development tax credit and research and development allowance (RDA). It is estimated that R&D tax credit is effective, because 1 GBP of budget income loss results in 3 GBP additional R&D private expenditure. Entrepreneurs and managers also express an opinion that R&D tax credit is beneficial for them. It is worth to notice, that under R&D tax credit small firms can deduct greater amount of 1 GBP spend on innovative activity than big enterprises. In case of second tool, RDA, it is difficult to talk about its profitability for SMEs. This is a result of data inaccessibility. In the near future, in the UK will be introduced another solution, i.e. Patent Box. It comes down to apply reduced tax rate in case of revenues from patents. This tax rule should also help small firms conducting B+R activity.(original abstract)
