Poverty, especially financial (or monetary) poverty, represents the most important dimension of social exclusion. This is especially true for less developed countries in which scarcity of financial resources may result in the deterioration of biological health or subsistence. Poverty research has been one of the major social issues in developed European countries. (...) Though all new EU members and acceding countries have begun to monitor poverty, for most of them it would be hard to find institutional relationships between such statistics and social policy. Joining the European Union obligates them to give more urgency to social problems, among which poverty plays a key role. (fragment of text)
