The United Nations Millennium Declaration adopted at the Millennium Summit in New York on 6-8 September 2000 is a follow-up to a long-run UN policy oriented towards poverty alleviation and finally its eradication worldwide. The intention behind the goals and targets derived from the Declaration is not only to set up a "road map" for the activities of international bodies, but also to draw a baseline for national social policies. The time horizon of the road map has been set for 2015, with the year 1990 as a time reference for evaluating progress. UN member countries are welcome to align their policy goals with the Millennium Development Goals (MDGs). This process is facilitated by the country reports on MDGs and the inclusion of MDG references in global and local Human Development Reports. The implementation of MDGs is strongly dependent on the power of advocacy and on the international transfer of expertise and best practices. (fragment of text)
