Abstrakty

Artykuł bada problemy legitymizacji Unii Europejskiej ze względu na funkcjonowanie jej najważniejszego projektu Unii Gospodarczo-Walutowej (UGW) oraz Strefy Euro (SE) w czasie kryzysu finansowego 2007-2012, z wykorzystaniem następujących trzech kryteriów: zasad alokacji władzy UGW-państwa (ZAW), zakresu egzekucji norm i procedur unijnych odnoszących się do polityki fiskalnej realizowanej przez władze narodowe (ENiP) oraz oczekiwanych efektów (OE) europejskiego reżimu walutowego. Wnioski z analizy pozwalają na postawienie tezy, iż poważne instytucjonalne zmiany dokonane w latach kryzysu w obrębie UGW będą wymagały zmiany podejścia do legitymizacji UE. (abstrakt oryginalny)

The aim of the article is to investigate issues regarding legitimization of the European Union due to the functioning of its most important projects-Economic and Monetary Union as well as Eurozone in the time of 2007-2012 financial crisis. Three criteria are used here: principles regarding a top-down allocation of power between EMU and the state, spectrum of execution of EU's norms and procedures related to fiscal policy realized by national authorities, and eventually, anticipated outcomes of European monetary regime. Analysis' conclusions allow for advancing the thesis that substantial institutional changes implemented in the years of crisis in the area of EMU are to call for change towards an approach of EU's legitimization.
