Abstrakty

Niniejsze opracowanie przedstawia współzależności między poszczególnymi grupami uczestników rosyjskiego rynku cukru, które ujawniają się w dynamice cenowej. Opracowanie składa się z dwóch części. Pierwsza charakteryzuje rosyjską branżę cukrowniczą i przedstawia zależności, które oddziałują na zmiany cen. Ze względu na bezpośredni związek z cyklem produkcji roślinnej (uprawa buraka cukrowego), profil sektora został ujęty w okresach rocznych. Analiza rolnictwa wymaga bowiem uwzględnienia wielu cech specyficznych, które obce są innym gałęziom gospodarki narodowej - między innymi takich jak właśnie cykle produkcyjne, wpływ różnego rodzaju czynników zakłócających, czy też ingerencja państwa1. Dynamika cenowa natomiast, która stanowi przedmiot badań w drugiej części opracowania, obejmuje zagregowane wskaźniki miesięczne, które powstały na podstawie dziennych notowań. (fragment tekstu)

The publication presents situation on the Russian sugar market in the light of sugar prices fluctuations during the years 1999 - 2007. Sugar price formation on the Russian sugar market is the result of interaction between many factors. Apart from traditionally deep-rooted view of the role of Krasnodar as the biggest sugar region of the country, Russian market undergoes the rules of free market economy with a conventional play on demand and supply. Thus, not exceptionally, sugar prices in Russia are affected by market players' expectations, demand changes, dynamic of production, dynamic of import duty and imports itself and world prices. As Russia has been one of the biggest importer of raw sugar and a large part of domestic production relies on imported raw material, internal sugar prices, to a large extend depends on the global market and correspond to the dynamics of raw sugar prices on the world markets. Nevertheless, it is the situation on the beet sugar market that influences the price dynamics during the season of intensive sugar beet processing. The article discloses the correlation between evolution of sugar market regime in Russia and gradual increase of domestic sugar prices. Thanks to the particular administrative regulations together with the mechanism of changeable import duty, Russian sugar market is fairly protected from the uncontrollable price fluctuation. The regime of raw sugar imports with "floating" duty rate has brought about a significant decrease in production of sugar from imported raw material and has lead to increased demand for sugar beet, and for this reason the domestic prices have slowly started to rise. Considering the fact that the investors' interest in sugar on global markets seems to continue in the foreseeable future due to the role of sugar as an alternative source of energy, it is fairly probable that the tendency in price growth in Russia will not change too quickly.
