Abstrakty

Izrael, tak jak inne rozwinięte państwa, staje w obliczu nieograniczonych żądań społeczeństwa, zmiany liczby i jakości zachorowań, szybkiego starzenia się i braku odpowiednich usług dla chorych psychicznie i umysłowo niedorozwiniętych, a także przed problemem rosnących kosztów służby zdrowia. Istnienie dwóch systemów równoległych - podległych Ministerstwu Zdrowia i ubezpieczalni doprowadziło do powstania wielu problemów administracyjnych, dublowania usług, braku planowania koordynacji w zakresie świadczeń zdrowotnych. W rezultacie nastąpiło rozproszenie usług, które stały się coraz większym ciężarem finansowym dla budżetu państwa. (fragment tekstu)

The health care system in Israel is based on the principle of medical services egalitarianism i.e. full access to medical services by all citizens. The health care infrastructure here is developed to the level comparable with that of Western Europe. A synthetic evaluation of the system's effectiveness gives highly positive results, taking into account the two most frequently applied indicators of health condition i.e. the life expectancy is the longest in the world and the mortality rate is one of the lowest. The Israel's helath care is financed from budget funds and through the health insurance system. The state's expenses for that purpose account for 8% of GDP. The health care model was shaped on the basis of two different models, namely the British one and the national system of insurance associations. The characteristic innovation within the insurance system is the strong correlation between the membership of a particular trade union federation and an insurance association. Emphasis is also placed on making health care problems a political issue, which results from the fact that the level of insurance subsidies largely depends on the vision of the party being in power at a given moment. At present, in keeping with the world-wide explosion of health care costs, Israel's health care system is undergoing reform. (original abstract)
