Artykuł jest próbą przyjrzenia się zjawisku kryzysu finansów publicznych w Polsce jako procesowi dekonstrukcji tradycyjnego modelu zobowiązań pomiędzy instytucjami państwowymi a obywatelami, którego miejsca - stopniowo - zajmuje model sieciowy. Dokonujące się w ten sposób przejście jest zarzewiem tytułowego "kryzysu" mającego charakter bardziej świadomościowy i refleksyjny, związany z końcem pewnej normatywnej wizji porządku symbolicznego, niż organizacyjno-administracyjny lub polityczny (precyzując: są to aspekty wtórne względem poznawczych konsekwencji dokonujących się przemian). Perspektywa socjologii codzienności, akcentująca nawykowe działania oraz formy upodmiatawania powszednich praktyk zbiorowych, stanowi ramę wyjaśniania zjawiska kryzysu w kategoriach rekonstruowania schematów poznawczych i przemian form świadomości społecznej. Punktem wyjścia zostają uczynione stabilizacyjna i alokacyjna funkcja finansów publicznych oraz stojące za nimi sposoby myślenia o rzeczywistości społecznej, których współczesna erozja nie pozostaje bez związku ze zmianami sposobów konceptualizowania sieciowych powiązań ekonomicznych i wizji ładu aksjo-normatywnego w doświadczeniu codziennym aktorów społecznych, którego niespójność (wyobrażeń o tych powiązaniach i ich rzeczywistego oddziaływania) prowadzi do stanu "kryzysowości", będącego bardziej formacją nastawień, oczekiwań i przekonań niż ustrukturyzowanych interesów, potrzeb czy też form ponadjednostkowych (np. stanów struktur instytucjonalnych). Pytanie o "kryzys" pozostaje dla autora pytaniem o kondycję wiedzową i wydolność poznawczą współczesnego everymana.

The paper is an attempt to examine the phenomenon of the crisis of public finance in Poland treated as a process of a deconstruction of the traditional model of obligations between state institutions and citizens being gradually replaced by the network model. This transition is the mainspring of the above 'crisis' and is rather of conscious and reflective origin associated with the end of a certain normative view of a symbolic order than of organisational, administrative or political character (to be precise: these are secondary aspects with regard to cognitive consequences of developing transformations). The perspective of the sociology of the everyday life that focuses on habitual actions and forms of empowering ordinary collective practice is the framework for the explanation of the phenomenon of the crisis in the realm of the reconstruction of cognitive patterns and transitions of social awareness. With the starting point of the stabilisation and allocation function of the public finance and the specific ways of thinking about the social reality associated with them, as well as their contemporary erosion that is connected both with the changes in the strategies of conceptualisation of economic network and a view of the normative order in social actors' experiences in everyday life and the inconsistency of ideas it generates a 'crisis condition' that is more a compound of attitudes, expectations and beliefs than structured affairs, businesses, needs or institutional forms. Thus the question about 'crisis' equals the question about the knowledge and cognitive potential of the contemporary everyman.(original abstract)
