Abstrakty
W ostatnich latach można zaobserwować rosnące zainteresowanie sieciami międzyorganizacyjnymi jako nowym paradygmatem zarządzania publicznego. Coraz więcej polityk publicznych i programów jest realizowanych w wyniku wspólnych działań podejmowanych w formule partnerstw. Pomimo niewątpliwego rozwoju badań i wiedzy w zakresie działania sieci międzyorganizacyjnych wiedza na temat współpracy, jaka zachodzi w tym kontekście, jest wciąż niewystarczająca. W celu zgłębienia wskazanego zjawiska w niniejszym artykule proponuję przyjęcie podejścia wielopoziomowego (multilevel approach). Prezentuję wyniki badań przeprowadzonych w sieciach międzyorganizacyjnych, w których przedmiotem zainteresowania była orientacja na współpracę. Konceptualizując ją i operacjonalizując na trzech poziomach analizy, wskazuję na znaczenie kultury organizacyjnej i perspektyw strategicznych menedżerów dla działań podejmowanych na poziomie sieci. A substantial part of the literature nowadays describes networks as a new paradigm of public management. Many public policies and programs are being introduced not by individual organizations, but as a result of collective actions such as partnerships. Despite the progress in network research, the knowledge we have is still insufficient to fully understand the phenomenon of cooperation in this context. I propose multilevel approach as a framework for analyzing networks and collaboration between partners. I present research on relationships between different levels of orientation towards cooperation and claim that to understand how network work we should consider organizational culture and strategic perspectives of individuals.
