Financing the Social Housing. The Example of the Finnish Housing Fund

Abstrakty
Celem niniejszego opracowania jest próba odpowiedzi na pytanie, jakie rozwiązania można zastosować w obszarze finansowania budownictwa społecznego, aby umożliwiły one skuteczną realizację celów społecznej polityki mieszkaniowej. W artykule wykorzystano studium przypadku i analizę porównawczą. Charakterystykę społecznego budownictwa mieszkaniowego przedstawiono na przykładzie krajów Unii Europejskiej (UE-25). W sferze instytucjonalnej szczególną uwagę zwrócono na Fiński Fundusz Mieszkaniowy. (fragment tekstu)
The country may have an effect on the result of the housing market in indirect way, by the influence of the housing policy on the market's conditions, or directly, which involves the use of the tools of the public subsystem of financing the housing investments. With reference to the direct influence a question may arise about the scale of this process, the aims and the way they are realized. The way these dilemmas are solved has an effect on the realization of 'so-called' social housing policy. In many countries of the European Union some tendencies among various housing organisations to take part in the building process and deliver the social houses are perceived as wider and wider. The State's help concerning the recompense of the housing organisations' lost benefits in consideration of the engagement in the social building is generally accepted in the countries of the European Union. This help may be given directly to the subjects conducting the housing investments or indirectly with the use of the State institutions such as the housing funds or the State housing banks. One of the demonstration State institutions, functioning since 1990 within social housing policy is Finnish Housing Fund. In the elaboration the way of extending the influence of the market's financing subsystem on the social building field was presented. The mechanism of securitization is of great importance. As it appears from the Finnish experiences such actions may be advantageous both for the debtors and the country. (original abstract)
