Celem artykułu jest przedstawienie zmian i poziomu wykorzystania czynnika pracy w Polsce i innych krajach Unii Europejskiej w latach 2000-2010 oraz wykazanie słuszności tezy, że wykorzystanie czynnika pracy w Polsce jest niskie, m.in. z powodu niepełnej realizacji strategii lizbońskiej, co hamuje rozwój gospodarczy. The article is devoted to the analysis of making use of labour factor in Poland in comparison with other European Union countries. Before EU accession, Poland had the lowest employment rate and the highest unemployment rate as compared to present 27 EU members, inter alia due to jobless pattern of economic growth and high tax wedge. After 2003, there was a certain improvement in this area thanks to upturn in the economy, EU accession, and the change of the pattern of growth. As this improvement was insufficient, there is need to increase efforts in such areas like making use of active labour market programmes (e.g. life-long learning programme), better adjustment of educational and training system to labour market needs, abolishment of barriers to enterprise development, and lowering tax wedge. Even though the goals of the Lisbon Strategy were not met, not only by Poland but also by the EU as a whole, they helped to build a broad consensus on the necessary reform. (original abstract)
