The current economic and financial crisis is also affecting the finances of local authorities, bringing about an unquestionable crisis in local finances, often referred to in the literature as local financial (fiscal) stress. The aim of this article is to present the specific features and manifestations of this phenomenon in Polish conditions, and to identify the typical reactions of local authorities to difficulties and problems encountered in the system of local finance. The article describes the process of worsening financial results, and consequently, the rapidly increasing debt, in the local government subsector of the public financial sector. Comparisons are made here with the local government subsectors of other European Union member states. The author proposes the thesis that the high deficit in the Polish local government subsector is of a transitional nature, and attempts to show that existing laws regulating local authority deficit and debt are sufficiently restrictive and effective in terms of controlling the process of the deepening fiscal imbalance and rising debt. In the final section a diagnosis is made of typical reactions of local authorities in conditions of an unstable environment and difficult financial situation. It is also indicated that in crisis conditions a local authority ought to make use of modern public sector management instruments, including those proposed under the New Public Management conception.
