Jeszcze przed zakończeniem II wojny światowej wyłoniła się w Niemczech koncepcja społecznej gospodarki rynkowej. Wyrosła ona na gruncie neo-liberalnych teorii ekonomii. Autorem pojęcia jest Alfred Müller-Armack, przedstawiciel tzw. szkoły fryburskiej (Freiburger Schule), która zapoczątkowała kierunek zwany ordoliberalizmem. Szkoła fryburska kładła szczególny nacisk na prowadzenie polityki gospodarczej, na znaczenie tworzenia warunków funkcjonowania konkurencji. Państwu powierzała to najważniejsze i szczególne zadanie. Według koncepcji Waltera Euckena, ojca szkoły fryburskiej, rola państw miała się sprowadzać głównie do stanowczej polityki antymonopolowej, reagowania na anormalne zachowanie podaży, dbanie o ramy prawne niezbędne do prawidłowego przebiegu procesów zachodzących w gospodarce rynkowej. Natomiast doktryna społecznej gospodarki rynkowej silniej akcentowała cele społeczno-polityczne i przyjmowała bardziej pragmatyczne nastawienie wobec ingerencji państwa. Zdaniem A. Müller-Armacka społeczna gospodarka rynkowa miała unikać błędów leseferyzmu, stąd politykę podziału dochodu uważał on za integralną część polityki gospodarczej . (fragment tekstu)

The idea of the social market economy came from the ordoliberalism - a trend initiated by the so-called Freiburg School. The social-economic system which is based on the principles of the social market economy exemplifies a synthesis of the economic freedom, social security principles and the social justice. German economic politics was the closest to the theoretical idea of the social market economy during the period of the economic reconstruction and formation of the economic system's basis (1950-1958). These were the years of the liberal social and economic reforms. Germany of that time entered the path of the fast growth. The economic successes of that period are called Wirtschaftsw under. Germany continued the further growth determined by the full employment in the 1960s and the beginning ol the 1970s. The institutional basis of the social maiket economy was strengthened and the meaning and range of the social state was also increased. The structural and system problems of German economy occurred during the fiist oil crisis (1973/74). They were determined by the rising unemployment, high public debt, declining growth rate, growing labour costs and the greater share of the social assistance in GDP. The problems of the previous decade were sharpened after unification of Germany. The process of convergence of the economic structures of East and West Germany has not ended yet. The end of that process and evolution of the structures of the social market economy seems to be one of the conditions of German recovery and return to the fast and high economic growth path.
