Abstrakty

Celem artykułu jest ukazanie wagi problemów związanych z recyklingiem statków oraz analiza możliwości stworzenia mechanizmu wsparcia finansowego, służącego rozwojowi ekologicznych metod złomowania. Artykuł rozpoczyna krótka charakterystyka rynku recyklingu statków oraz towarzyszących mu poważnych problemów ekologicznych. W dalszej kolejności zaprezentowano najważniejsze regulacje prawne, zmierzające do zmniejszenia negatywnego wpływu demontażu statków na środowisko naturalne, ze szczególnym uwzględnieniem najnowszego rozporządzenia unijnego regulującego ten problem. Spośród dostępnych instrumentów finansowania szczegółowo omówiono propozycję stworzenia funduszu recyklingu statków. Dyskusji poddano sposoby gromadzenia środków na funduszu, jak również ich dystrybucji oraz wskazano wady i zalety poszczególnych rozwiązań.(abstrakt oryginalny)

The purpose of the article is to highlight the significance of the problems connected with ship recycling and to analyze the possibility for creation of a financial mechanism, intended to support the development of environmentally friendly dismantling methods. The article begins with a short characteristic of the ship scraping market and the associated environmental risks. Further on, the chief legal regulations aiming at reduction of the adverse effects of ship dismantling on the environment and people are presented, while particular attention is paid to the most recent EU regulation concerning this problem. Out of available market-based instruments the creation of a ship recycling fund is discussed in detail. The proceeding discussion about fundraising and distribution of the fund identifies the advantages and disadvantages of the available solutions.(original abstract)
