Abstrakty
The aim of this paper is to analyse the operational efficiency of a group of eight (out of nine) commercial banks, separated from the National Bank of Poland (NBP) in 1989. Main institutional and economic factors influencing Polish banking sector provide a background for the analysis. Operational efficiency of the banking sector is defined as banks' capability to operate efficiently in the competitive market environment. During macroeconomic transition operational efficiency depends heavily on external factors, particularly on modifications of institutional solutions. The impact of theses factors stems from the need to implement deep changes in qualitative policy, changes in economic structure and the role of public sector borrowing requirement. The latter factor is essential due to the underdevelopment of financial intermediation and market in Poland. The paper consists of two parts. The first part contains a discussion and analysis of institutional and economic conditions under which the Polish banking sector had operated in the first period of transition. These conditions have to be studied in order to understand and explain changes in banks' operational efficiency. In Poland most of the banking sector's new, fundamental regulations had come into force in the years 1989-1994. In the paper it has been assumed that quantitative analysis of operational efficiency' in 1989-1993 would be heavily biased by frequent major changes of banks' institutional environment. Thus the analysis in the second part of the paper covers the years 1994-1997. It contains results of quantitative analysis of operational efficiency of the eight, relatively homogeneous banks established in 1989 from regional branches of the NBP. Due to a merger of Bank Inicjatyw Gospodarczych (BIG SA) with Bank Gdański (BG SA) and inability to collect separate data for the BG S.A. for 1997 we have had to truncate the group and focus the analysis on the remaining eight banks. Efficiency has been studied with the use of a modified DuPont financial ratio analysis and a matrix approach. (original abstract)
