Since 1989, the countries in transition (CITs) in Central and Eastern Europe (CEE) have undertak-en a process of transformation of their political, eco-nomic and social systems. There is no precedent for a process of economic reform and political change of this scale in recent history leading from a centrally-planned economy to a market one. After a decade of transition there still is no economic theory for the transformation of a centrally planned economy to a market economy. International financial institutions still prefer to handle economic crises rather than prevent them. However, it is time to summarize and draw lessons for further development.(fragment of text)

W 1989 r. kraje Centralnej i Wschodniej Europy podjęły przekształcenia swoich systemów politycznych, ekonomicznych i społecznych. Bez precedensu jest fakt ekonomicznej reformy i zmiany politycznej na taką skalę: od centralnie do rynkowo sterowanej ekonomii. Rdzeniem politycznej i ekonomicznej transformacji w krajach Europy Środkowej i Wschodniej jest stworzenie prywatnego sektora, rozwój przedsiębiorczości i powstawanie małych oraz średnich przedsiębiorstw (MSP). Głów-ny akcent powinien być położony na tworzenie warunków sprzyjających tym procesom. Mimo ogromnego postępu i niewątpliwych osiągnięć na drodze do rynkowej ekonomii, we wszystkich krajach -z wyjątkiem najbardziej zaawansowanych w przemianach - występują przeszkody w rozwoju przedsiębiorczości i prywatnego sektora. Żeby ułatwić proces transformacji, konieczne jest stworzenie lepszych warunków dla rozwo-ju przedsiębiorczości i sektora MSR(fragment tekstu)
