Alternative Sources of Infrastructure Project Financing

Abstrakty
Poziom luki kapitałowej w wielu krajach niestety nie tylko się nie zmniejsza, ale w ostatnich latach ulega znaczącemu powiększeniu. Podstawowym problemem pozostaje poszukiwanie źródeł finansowania kapitałochłonnych inwestycji infrastrukturalnych. Trudności w pozyskiwaniu zasobów na finansowanie projektów infrastrukturalnych wywołało zwiększenie zainteresowania angażowaniem prywatnego kapitału w ramach tzw. partnerstwa publiczno-prywatnego (PPP). Praktyka wskazuje jednak na to, że samo włączenie kapitału prywatnego najczęściej nie rozwiązuje problemów braku dostatecznych zasobów finansowych. Obok kredytów zaciąganych w bankach komercyjnych i multilateralnych, emisji obligacji lub akcji uwaga inwestorów jest kierowana na inne dostępne źródła. Celem opracowania jest wykazanie znaczenia alternatywnych, o charakterze innowacyjnym, źródeł finansowania inwestycji infrastrukturalnych. W ostatnich latach coraz większego znaczenia nabiera rozwój funduszy infrastrukturalnych oraz implementowanie specjalnych instrumentów finansowych, takich jak obligacje projektowe UE. In many countries a level of infrastructure gap has not diminished, but recently even considerably has been increasing. A basic problem is to find financial sources to cover capital absorbing infrastructure projects. Difficulties with scarce resources has evolved an increased interest in private capital involvement in frame of public-private partnerships. A practice shown that private capital injection does not solve problems with insufficient funds. Besides commercial and multilateral loans, bonds and shares, investors are keen to additional sources. The aim of a paper is to indicate a significance of alternative, innovative, sources. Recently a development of infrastructure funds and implementation of specific instruments like as UE bonds become more and more important at the infrastructure market. (original abstract)
