Abstrakty

Reforma samorządowa z 1999 r. oraz wstąpienie Polski do UE spowodowały upowszechnienie się planowania strategicznego w jednostkach samorządu terytorialnego. Niestety planowanie to nie zawsze jest na odpowiednim poziomie. Artykuł zawiera analizę strategii rozwoju powiatu bocheńskiego, która stanowi przykład niewłaściwie opracowanego dokumentu tego typu. Popełniono w niej takie błędy jak nieprawidłowe sformułowanie misji i wizji czy też nieprecyzyjne określenie podmiotów odpowiedzialnych za realizację poszczególnych zadań. Taka strategia nie może stanowić efektywnego narzędzia zarządzania strategicznego jednostkami samorządu terytorialnego. (abstrakt oryginalny)

Decentralization introduced in Poland in 1999 caused strategic planning to become very popular with local governments. For new voivodships developing regional strategy was even a legal obligation. After Poland joined the EU in 2004 the strategy also became a must for communes and counties as it was a necessity if they wanted to apply for support from EU structural funds. But were these documents properly prepared? Can they be used as an effective tool of strategic management by local governments? This article analyzes one of those strategies, developed by the Bochenski county's authorities. Unfortunately, analysis shows that popularity and correctness does not always go hand in hand. First of all, the starting point of every strategy - the mission and vision statement, were not properly formulated. Assignment of the task and its core strategy was also done incorrectly. It was imprecise and seems that the institution responsible for its coordination mishandled the realization of the task. The strategy developed in this way as analyzed in the above article cannot be an effective tool for strategic management. (original abstract)
