W obecnym świecie otwierających się granic, udział w handlu międzynarodowym coraz silniej wyznacza pozycję konkurencyjną danego kraju. Popyt zewnętrzny pełni rolę bufora zabezpieczającego gospodarkę przed napięciami wewnętrznymi oraz pozwala na większy udział danego kraju w międzynarodowym podziale pracy, co zwiększa jego dobrobyt. Dlatego rozwój handlu zagranicznego jest jednym z ważniejszych celów polityki gospodarczej państwa, a wymogi narzucane przez otoczenie (jak np. obecnie uczestnictwo w UE) określają zestaw możliwych i dopuszczalnych metod oddziaływania na niego. Dlatego wraz ze zmianami zachodzącymi w otoczeniu, ewolucji ulegają również sposoby oddziaływania przez państwa na wzrost popytu zagranicznego. W rozwoju cywilizacji zachodniej można wyróżnić trzy najważniejsze okresy zmian (tzw. "rewolucje"), które wpłynęły również na zmiany sposobów oddziaływania na wzrost popytu zewnętrznego. W artykule zostały te zmiany prześledzone i opisane na przykładzie trzech okresów rządów Wielkiej Brytanii, możliwie najlepiej charakteryzujących poszczególne etapy ewolucji. Można zauważyć ich silne uwarunkowanie zmianami zachodzącymi w otoczeniu. (abstrakt autora)

in the view of opening borders, the participation in foreign trade more and more strongly determines the competitive position of a given country. External demand acts as a buffer protecting economy from internal tensions and allows for an increased participation of the country in international division of labour, which increases its welfare. therefore, foreign trade growth is one of the more important goals of state's economic policy and the requirements imposed by the surrounding environment (such as e.g. Eu membership) define a set of possible and allowed methods to influence it. that is why simultaneously with changes in the surrounding environment also methods of state's reaction to the growth of foreign demand have been changing. three most important periods of changes (the so-called "revolutions"), which also influenced changes in the methods of reaction to the growth of external demand, can be observed in the development of western civilization. the article presents the changes as observed and described on the example of three governments in Great Britain characterizing in the best way possible separate stages of the evolution. one may notice their strong dependence on changes taking place in the surrounding environment.(original abstract)
