Abstrakty

Postęp techniczny w modelach wzrostu gospodarczego, jest uznawany za kluczowy składnik wzrostu gospodarczego, który jest podstawowym celem współczesnej polityki gospodarczej. Obecnie badania empiryczne i rozważania teoretyczne dostarczają nam wielu informacji o roli postępu technicznego i metodach oddziaływania na niego, co przybliża pierwsza część artykułu. Ponieważ uwzględniają one jednak w niewystarczający sposób doświadczenia historyczne, celem artykułu jest przy pomocy podstaw teoretycznych zapełnienie tej luki. Dlatego zostają w nim wypracowane kryteria porównań różnych polityk, których celem był wzrost postępu technicznego. Na przykładzie Wielkiej Brytanii prześledzono najważniejsze zmiany w politykach zorientowanych na postęp techniczny w kolejnych fazach ewolucji cywilizacji zachodniej. Ewoluujące otoczenie wpłynęło na najważniejsze zmiany w tej polityce. Ze względu na doniosłość tych zmian, nazywa się je rewolucjami: merkantylną, przemysłową i postindustrialną. Zapoczątkowują one kolejne trzy fazy rozwoju cywilizacji zachodniej. Zmianie ulegało zarówno postrzeganie roli postępu technicznego przez rządy, jak też sposoby jego osiągania (abstrakt oryginalny)

technological progress in economic growth models is considered to be the key factor of economic growth, which is a basic goal of contemporary economic policy. at present empirical research and theoretical considerations provide us with a lot of information about technological progress and methods to influence it, which is discussed in the first part of the article. however, since they do not give enough consideration to historical experience, the aim of this article is to bridge the gap by means of theoretical bases. therefore, criteria of comparing various policies aiming at the development of technological progress have been presented in the article. Basic changes in polices oriented on technological progress in subsequent phases of the western civilization evolution have been based on the example of Great Britain. Evolving surroundings had an impact on the most important changes in this policy. on account of the profoundness of these changes they are referred to as revolutions: mercantile, industrial and postindustrial. they mark the beginnings of three subsequent phases of the development of western civilization. Both perception of the role of technological progress by governments and the manner of achieving it have undergone changes. (original abstract)
