Pension From the Obligatory Capital Pillar

Abstrakty
W artykule przedstawiono ogólny zarys zasad działania obowiązkowego filara kapitałowego, który od 2009 roku ma stanowić uzupełniające źródło finansowania emerytur. Ukazano także teoretyczne sposoby organizowania wypłaty świadczeń z kapitałowej części systemu emerytalnego i zobrazowano ich praktyczną realizację wybranymi przykładami. Zaprezentowano również główne założenia rozwiązań w zakresie wypłaty emerytur z II filara, proponowanych w momencie wprowadzania polskiej reformy oraz wskazano warianty aktualnie możliwe do implementacji z ich podstawowymi zaletami i wadami. The capital pillar should take into account the existing conditions (above all the small number of the recipients of benefits in the first years and a relatively low capital gathered by them, and hence low incomes of the managing institutions at that time) and correspond to definite requirements (lifelong enjoyment, security of the gathered means, an equal status between women and men, competitiveness, simplicity and clarity, low costs and independence of political intervention). Therefore, the following suggestions seem to be valid: having a pension product in the form of annuities (in different variants) of the height dependent only on the value of the collected capital and the age of retirement (independent of the gender), or annuities with lump-sum, entrusting the management of the means gathered in the II pillar to the subjects already existing on the market, which is to the companies managing insurance for life or to open pension funds (with adequate regulation of their activity in this sphere), involving the Social Insurance Institution in the service of pensioners and in the provision of services.
