Abstrakty
Część dragą rozważań otwiera analiza aktualnego systemu polskiej cywilnej służby publicznej. Obecny jej kształt jest odległy od chlubnej tradycji służby cywilnej II Rzeczypospolitej, jak i od współcześnie obowiązujących standardów europejskich oraz w niewielkim stopniu sprzyja sprawnemu funkcjonowaniu obecnego systemu rządzenia. Zdaniem autora, obecną służbę publiczną charakteryzuje nie spójność rozwiązań modelowych oraz nie w pełni demokratyczny oraz niezbyt sprawny system zarządzania zasobami ludzkimi administracji. Wskazane są także pozytywne elementy nowego systemu wąsko pojętej służby cywilnej oraz perspektywy jego dalszej modernizacji i usprawniania. Końcowa część rozważań zawiera wskazania dotyczące zmian, jakie w tym systemie należałoby wprowadzić, żeby przekształcić polską służbę cywilną w bardziej sprawny instrument rządzenia Państwem. Proponowane zmiany dotyczą przede wszystkim ram prawnych funkcjonowania cywilnej służby publicznej, sytemu naboru do służby cywilnej i jej struktur, systemu szkolenia, doskonalenia i statusu specjalistów administracji i zarządzania publicznego oraz unowocześnienia metod i procesów zarządzania zasobami ludzkimi administracji. The second part of the article begins with the analyses of present system of the Polish Civil Service. The author demonstrates, that the present model of the Polish Civil Service is far behind as well of the glorious tradition of the Civil Service of Polish 2nd Republic (1918-1945) as of contemporary European standards. It is not also contributing so much to an efficient functioning of the present governance system. Author considers that, generally speaking, present system of the Civil Service in Poland lacks of cohesion, cannot be considered as fully democratic and has a weak capacity to efficiently manage its human resources. However, there are also some positive elements in the narrowly defined new Polish Civil Service system and good perspectives of its farther modernisation and improvement of its efficiency. Final part of the article contains proposals concerning changes, which could transform Polish Civil Service into more effective and efficient tool of the State Governance. They concern in the first place necessary modification of the Civil Service legal framework, recruitment system, initial and in service training and status of the public administration and public sector management specialists and last but not least modernisation of the public administration HR management methods and procedures.
