Abstrakty
The European Union (EU) Member Countries (before 1 May 2004) have undertaken obligations to help Accession Countries to support them financially. Therefore, it has been for some time that the PHARE programme has been operating (the support in the beginning was for the economic restructuring of Poland and Hungary, and this was later extended to other countries), also SAPARD and ISPA. PHARE - support programmed to the Accession Countries, allocating funds for institutional strengthening and investment into social- economic cohesion. SAPARD is a Special Accession Programmed for Agriculture and Rural Development4. The "Instrument for Structural Policies for Pre-accession" (ISPA) is one of the European Community's financial instruments, set up to assist the ten Central and East European countries to prepare for accession. ISPA provides financial support for investment in the areas of environment and transport, in order to speed up the compliance of accession countries with the European legislation that are currently in force in these two sectors. In the transport infrastructure sector, the main priority is the development of the Trans-European Network (TEN) along with access roads.
