Abstrakty

We wszystkich krajach uprzemysłowionych inspekcje pracy coraz częściej stają w obliczu wyzwań takich jak: ▪ pojawienie się nowych zagrożeń nie tylko w wyniku innowacji technologicznych, stosowania niebezpiecznych substancji lub stosowanych procesów, ale jako konsekwencja wykładniczo wzrastających uregulowań prawnych; ▪ postępująca równolegle z tymi zmianami, ciągła fragmentacja rynku pracy, wzrastająca niepewność pracy, wzrost liczby pracowników nielegalnie zatrudnionych, problemy usług transgranicznych (zagraniczni pracownicy migrujący, np. w budownictwie); ▪ nowe, nietypowe formy pracy, mobilność przedsiębiorstw, zróżnicowanie miejsc pracy, rozwój przedsiębiorstw wirtualnych, niepewność zatrudnienia, coraz silniejszej i twardszej konkurencji oraz potrzeby coraz szybszej wzrastającej adaptacji w warunkach stałych zmian technicznych, ekonomicznych i socjalnych. Preventive activities play a more and more important role in the activities of the National Labour Inspectorate. They are to inform, encourage and persuade employers to make investments aiming at the improvement of working conditions. The analysis of causes of violation of work safety regulations very often proves that irregularities come not only from lack of financial means, but also from lack of knowledge, insufficient acquaintance with hazards or even employers' and employees' negligence of work safety requirements. For several years now, we have been offering employer assistance in overcoming problems by inviting them to participate in the programme 'Obtain the NLI's Diploma'. It is open to employers employing up to 9 employees who run production and commercial enterprises and who render services, the activity of which is connected with occupational hazards and accident risks. The idea of the programme is based on the self-control principle, where an employer with the assistance of tools prepared by the NLI and expert help of inspection employees, identifies problems and possible irregularities existing at the enterprise. Furthermore, the employer makes an appraisal of these problems and hazards and also describes methods and deadlines of their elimination. The programme ends with granting the NLI's Diploma. Several years of experience in conducting the programme convinced us that employers' participation in it and granting them the NLI's Diploma play an important role in the improvement of work safety in the enterprises. We can learn about that from the employers filling in evaluation questionnaires, which actually end the programme. Certainly, the extent of this improvement depends on the kind of conducted activity. For some companies, like hairdressers, servicing, the extent of improvement will be reasonably small, because there are not so many hazards there. However, the attained results were certainly essential for repair and construction enterprises, as well as for enterprises dealing with metal processing and also for enterprises producing timber and the ones manufacturing wood products.
