Budowa Zachodniopomorskiego Centrum Logistycznego stanowi przykład inwestycji infrastrukturalnej punktowej i w związku z tym ma charakter inwestycji komercyjnej, nastawionej na osiąganie znacznego zysku w stosunkowo krótkim czasie inaczej niż w przypadku inwestycji dotyczących infrastruktury liniowej. Inwestycje punktowe i liniowe są często ogniwami tego samego procesu transportowego, rozumianego zarówno jako różne gałęzie transportu, jak też jako obiekty infrastruktury liniowej i punktowej. The permanent organizational, legal and financial problems are included in the process of creating the efficient transport infrastructure routes. It is due to the specific character of investments in infrastructure, characterized by high capital intensity, long designing and implementation of construction works period and often difficult to define scope of benefits, both financial benefits for the investor, as well as social benefits and generally economic achieved in the broader surroundings of the project. Therefore, infrastructure investments in the transport sector make a number of difficulties both at the stage of decision-making and implementation one. These investments consist of the various cells of transport process, understood both as different modes of transport, as well as linear and punctual infrastructure facilities. The investments covering building the new infrastructure face various barriers and obstacles that cause delays in the execu-tion. There are obstacles: legal, for example overly complex tender procedures, institu-tional, financial, logistical, financial contractor obstacles or related to the lack of ad-justment of infrastructure to the needs/opportunities.(author's abstract)
